Sir,
I am directed by Mr. Secretary Thomas to acknowledge the receipt of your letter No. 083/5445.M.1¿ of the 4th of July, and to request you to inform the Aray Council that there has not yet been an opportunity
for discussing with the Governor of Hong Kong the proposal for the formation of an Intelligence Bureau in the Colony, and it is not know when the Governor will be available for such a discussion.
Unless the other Departments concemed are prepared to adopt the Governor's suggestion that such
• Bureau should be organized under the direction of
an officer of the Consular Service, Mr. Thomas fears th
no progress can be unde until the matter has been dis- cussed with the Governor personally.
